The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of Environmental Policy and Compliance, Environmental Compliance and Cleanup Division, Washington, DC.
At the full performance level GS14, the major duties of this position include but are not limited to the following:
1. Manages all guidance and funding for the Central Hazardous Materials Fund (CHF).
2. Oversees the Department's Contaminated Sites Initiative (CSI).
3. Ensures consistency of practice under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
4. Develops and implements policy, guidance, and training related to CHF, CSI, and CERCLA.
5. Updates relevant Environmental Compliance Memoranda (ECMs).
6. Performs or coordinates technical review of CERCLA decision documents.
Work is primarily performed in an office environment. There is some commercial travel to field offices of departmental bureaus and occasional non-commercial travel, including hiking to remote sites. On occasion, work may involve visits to sites of hazardous waste, or orientation/training exercises simulating such releases, where the use of special protective clothing or apparatus is required. Other than training exercises, the incumbent is not expected to serve on a response team and will be limited to level D or C personal protective equipment (PPE) during site visits and contractor or third-party oversight.
Please note: You may be required to operate a motor vehicle while traveling; therefore you must possess a valid state driver's license.
Other Significant Factors:
Must possess or obtain 29 CFR 1910.120 (HAZWOPER) 40-hour training certification within the first year in the position.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS-13: $112,015 to $145,617
GS-14: $132,368 to $172,075
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience:
GS-13:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Interpreting and applying Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), environmental laws, regulations, policies and procedures;
2. Developing oral and written technical environmental briefings, presentations, and reports; and
3. Developing, managing, and balancing project plans, budgets, and schedules.

GS-14:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Interpreting and applying Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), environmental laws, regulations, policies and procedures;
2. Developing oral and written technical environmental briefings, presentations, and reports;
3. Developing, managing, and balancing project plans, budgets, and schedules; and
4. Managing a program budget, including formulation and execution.
