About the Position: You will serve as a quality assurance representative for the U.S. Army Criminal Investigation Laboratory (USACIL). Overall responsibilities include duties related to establishing, implementing, and maintaining the organization's ISO-based quality management system by planning, monitoring, and evaluating policy, methodology, procedures, and practices relative to Quality Management Systems (QMS) and standards and requirements for Forensic Science laboratories.

Duties

Serve as a Technical expert and advisor in quality processes and procedures. Provide subject matter expertise on policy interpretation and procedural guidance. Represent the Quality Management Branch on quality related matters to the laboratory, CID, Headquarters, and external organizations. Develop programs, policy, and procedures to support effective implementation and continuous improvement of the USACIL’s QMS. Analyze higher authority policies and regulations for their impact and relevance to the USACIL QMS. Conduct reviews for compliance with the QMS through internal audits, proficiency testing program administration, and document management. Assist with developing and implementing auditing plans, procedures, and auditing techniques and serve as principal point of contact (POC) for audit program activities. Evaluate risk to make recommendations on corrective actions and improvements to quality. Communicate with personnel both within and external to the organizations for the purpose of persuading decision makers to accept recommendations derived from quality processes. Support the administration and maintenance of the compliance software (e.g., Qualtrax or other). Design, develop, or identify salient characteristics and requirements for contracting of services and supplies to meet organizational objectives for monitoring performance of personnel. Serve as a facilitator for cultural change in the attitudes and approaches toward quality. Work independently or as part of a team for the accomplishment of work assignments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must participate in DNA profiling database within the USACIL.
  • This position will perform Temporary Duty (TDY) business travel approximately 10% of the time.
  • This position is designated Non-Critical Sensitive (2) requiring the incumbent to obtain and maintain a Secret security clearance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement: In order to qualify for this position, you must meet educational requirements for one of the following occupational series included in this Interdisciplinary (Quality Compliance) position: 0401 Biology Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. 1301 Physical Science Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Combination of Education and Experience: Courses equivalent to one of the majors, as shown above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 1320 Chemistry Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes work assisting in the implementation, assessment, and/or maintenance of an International Organization for Standardization (ISO) based quality management system in a forensics laboratory.
