The position is located in the Emergency Management Branch (EMB), Emergency Management, Safety, and Security Division (EMSSD) and is responsible for coordinating emergency preparedness and response activities in support of all Animal Plant Health Inspection Service (APHIS) programs.

Duties

The duties may include, but are not limited to: Serve as a consultant and authoritative expert regarding agency-wide emergency preparedness and response programs and plans. Develop the infrastructure to provide effective administrative support to Agency emergency programs activities. Manage coordination with APHIS managers and other personnel to identify/update responder information and physical resource inventory. Provide oversight of the APHIS Emergency Qualifications System used to document employee qualifications for assignment to APHIS emergency positions. Manage the Agency's Incident Command system (ICS) training program including the evaluation of training needs, development of training courses, and conducting training sessions. Establish guidelines and performance expectations for staff members. Act for the next level supervisor/manager in those instances where the Director and Deputy are absent.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • During emergency response activities work hours may be longer than standard and the environment may be high-tempo and high stress, and may be conducted in other Emergency Operations Centers.
  • Employee is expected to be on-call after hours to respond to emergencies.
  • Site visits to other locations, including field locations, may be expected. These visits may involve long periods of exposure to heat or cold, and require walking, bending, and standing for extended periods of time.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Develops and implements Agency-wide emergency management strategy, including a training program for emergency responders. Uses plain language to articulate complex concepts in both oral and written communication to effectively prepare and present solutions to executive-level leadership. Manages the Agency's emergency operations center, including the technology and assets belonging to the operations center. Manages a team of subject matter experts that coordinate and collaborate across multiple programs or divisions with a focus on the customer. Understands and applies National Incident Management System and Incident Command System principles and practices. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
