Serves as the NWI Pathology Department contract and equipment procurement liaison with contract related services focusing on critical clinical and healthcare services, product acquisition and support services required by project managers, program managers, upper management, and stakeholders on all aspects of procurement for a wide variety of items to include specialized services.
Duties
Duties for this position include but are not limited to:
Works independently to address the administrative functions of the Specialty Pathology Service. Provides administrative support to the Specialty Pathology Service Staff, Fee-Basis, and Contracted medical providers.
Manages the Enterprise-Wide Ongoing Professional Practice Evaluation and Focused Professional Practice Evaluation program at the Service level. Develops, implements, and monitors Quality Improvement projects.
Plans and reviews Service processes and methodologies; and/or analyzing quality initiative and processes.
Runs and develops reports using VSSC databases to monitor Pathology and Laboratory Service compliance with VHA performance measures
Monitoring, development, and implementation of new internal Pathology and Laboratory Service policies to ensure compliance with VHA directives, policies, and requirements that impact Pathology and Laboratory Service department.
Initiates and monitors focused clinical work-load audits of medical providers to ensure utilization goals are reached. Monitors and develops action plans to address recall and consult delinquencies.
Responsible for preparing and/or reviewing procurement requests, writing, reviewing, and presenting scope of work, completing GAP analysis, evaluating proposals for work, Equipment Purchases, Market Research, acting as Contracting Officer Representatives (COR-2) for procurements, contract administration and contracting records, for three entities of NWI; Omaha, Lincoln and Grand Island facility Pathology Healthcare and Supply/Equipment contracts.
Work Schedule: Monday - Friday 7:30am - 4:00pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying complex information and record from data base contained in internal and external computer program sources, ability to apply management tools and techniques (flowcharts, cost/benefit analyses, graphs, spreadsheets, information systems and applications) to conduct and compile advanced analytical studies. Utilizes laws and regulations defined by the Federal Acquisition Regulation (FAR) along with the VHA COR Handbook. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Reaching above shoulders; Typing; Both hands required; Sitting (up to 6 hours); Hearing (aid permitted); Verbal and Written communication (up to 6 hours); and the ability to see with or without assistance (i.e., eyeglasses, magnifying glass).
