You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Deputy for Small Business) in the Small Business Director Division (00K), Command Department (00) of NAVAL SURFACE WARFARE CENTER. This recruitment is being announced as a two-grade interval position. This position is equivalent to the GS-13/14 level. The full performance level is equivalent to the GS-13/14 level.

Duties

You will serve as advisor to Command, management and contracting officers for matters concerning the Small Business Program. You will have an active role in acquisition strategy, forecasting, analyzing and advising Command, management and contracting officers on Small Business goals and objectives to ensure compliance with governing legal and regulatory directives You will plan, control and report the command's activities in all matters relating to small business concerns including Small Disadvantaged Business Utilization, Woman Owned Small Business, Hub Zone Small Business and Veteran Owned Small Business. You will research and identify capable small business sources for procurement, including participation in government-industry conferences/fairs to assist small businesses. You will review procurement programs for possible breakout of items suitable for procurement from small businesses.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain the Defense Acquisition University Small Business Professional Credential (CSBP 001) within 12 months of DSB designation and ensure renewal as required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating acquisition or procurement requirements (e.g. technical requirements; procedures; documentation; tasking) of contract packages to ensure compliance with established policies and regulations for the procurement of supplies, services, and/or research and development products/services.
