The primary purpose of this position is to serve as Technical Training Instructor and first-level supervisor providing planning & direction to, organizing work for, and exercising control over assigned employees. Performs classroom-related activities, supports course curriculum development/revision, and supervises instructors in support of Civil Engineering courses.

Duties

Plans, organizes, and directs the activities of the Engineering Section, ensuring that the courses taught comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities. Develops and/or revises lesson plans and training materials. Instructs students through assigned blocks of instruction at basic and/or advanced technical administrative levels. Represents the Engineering Section with a variety of installation and functional area organizations and works on special projects as directed.

  • Position has been identified as a faculty member of the Community College of the Air Force ( CCAF) which is accredited by the Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC).
  • Minimum degree required: Associate's from CCAF or regionally/nationally accredited post-secondary institution in the discipline or in combination w/ appropriate work experience in Civil Engineering and the methods and techniques of instruction.
  • The employee may be required to work other than normal duty hours, to include evenings (shift work), weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work is performed in a classroom environment that involves everyday risks and common safety precautions. May at times require long periods of standing, moderate lifting and carrying ability (up to 40 lbs).
  • May be required to work on special projects as directed by the supervisor.
  • This position has been identified as Technical Training Essential.
  • A physical exam may be required. Employee must be able to walk/stand for prolonged periods of time and lift up to 40 lbs. The position requires crawling, stooping, kneeling, and crouching.
  • There will be a requirement for a visual and color blind test.
  • May be required to work in a confined space or in situations where the incumbent is free from the fear of heights.
  • May be required to wear safety toe shoes and/or protective clothing/equipment when appropriate.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 + IOR. ***This is a Community College of the Air Force GS-1712 positions*** Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes development, evaluation, and instruction of a training program; applied knowledge of the methods and techniques of instruction; practical knowledge of civil engineering; resolving normal classroom problems and make outside contacts for supplemental information and materials; making recommendations for course modification; supervising military and civilian instructors; planning and scheduling work to be accomplished by subordinates; setting and adjusting short-term priorities; assigning work in consideration of employee skills and mission requirements; and finding ways to improve quality, timeliness, and efficiency of work OR EDUCATION: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest. Knowledge of algebra, geometry, trigonometry, surveying, GIS, and computer aided drawing. Knowledge of Air Force technical training administration, policies, and procedures to achieve the goals and objectives of the organization. Knowledge of safety, security, personnel management, and EEO regulation, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
