The VA Northeast Ohio Healthcare System is recruiting for a Program Specialist. The Program Specialist will function in the Environmental Management Service.
Duties
Assist with projects including minor and station level projects
Incumbent will establish and lead a multidisciplinary Integrate Project Team (IPT)in support of the projected work
Tracks and monitors all ongoing and future projects within the EMS Department
Works independently without direct supervision & must be capable of managing multiple EMS projects
Develops budgets to support all recurring and non-recurring EMS activation/ project activities
Must possess a strong aptitude in mathematics and accounting necessary to formulate budgets, manage and track all EF&F EMS activation activities.
Develops activation spreadsheets for each project, plan procurement obligations, budgets, resource requirements and other relevant financial analyses
Work Schedule: 40 hours per week, Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of project management planning and, Environmental Management Service principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a VA medical center.
Knowledge in organizing, directing, operating and project evaluation for safety and Environmental health programs in a healthcare setting.
Knowledge of the Department of Veterans Affairs agency requirements for EPS materials pertaining to identification of materials within the program accounting practices used in maintaining records of the quality and types of materials sold.
Must have practical knowledge of government procedures for obtaining effective contract services.
Knowledge of systems and software such as Microsoft Word, Access, Excel and Power Point various software programs associated project management are required to perform the various analytical and managerial functions of the program.
Ability to conduct research, analyze information techniques, methods, materials, and objectives.
Ability to establish and maintain effective cooperative relationships with co-workers, businesses, community organizations, institutions and the public.
Ability to plan, organize and coordinate projects and assignments.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. if related to the work of this position. Combination: Must possess a combination of qualifying specialized experience and education as described above to qualify at the GS-11 level for the Program Specialist position. You have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position (Your first 2 years of graduate study are not qualifying for GS-11. (Transcripts must be submitted).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires the employee to carry a good deal of equipment and involves walking, standing, bending, climbing or crawling during surveys.
