The Senior Advisor for Information Technology (IT) Modernization has both enterprise consensus building experience and technology skills to assist the Chief Information Officer (CIO) in delivering the modernization services highlighted in both the Office of Personnel Management (OPM) Strategic Plan and the Office of the Chief Information Officer (OCIO) IT Strategic Plans.
Duties
As a Senior Advisor for Information Technology Modernization you will be part of OCIO. This role encourages innovation and proactive thinking to allow business leaders to implement new capabilities faster, more efficiently, and at scale. Liaise, collaborate, and maintain strong working relationships with business and technical domain leadership across OPM. If selected, you will be responsible for:
Providing advice to the CIO and Deputy CIO for OPM on technical operations, related policies, procedures, requirements, strategic goals, vendor, and contract management. In addition, the incumbent is the technical liaison with the OPM Program offices and partners with the Office of the Chief Information Officer divisions on strategy and delivery of modernization solutions for meeting the goals and solutions for the enterprise.
Providing consultation and recommendations on modernization initiatives from business operations needs assessment through stages of conceptualization and business case development to secure funding, stakeholder engagement, contracting, testing and evaluation, to full implementation to ensure timeliness of delivery, stakeholder adoption and overall program objectives are met.
Developing recommendations on OPM's information systems that can be used by multiple stakeholders using a variety of software and cloud tools for multiple purposes. Serving as an expert in cloud modernization and transformation of applications from on-premises Data Centers, and developing the necessary budget justifications and contracting vehicles to support the technology transformation.
Overseeing and contributes to major projects that include facing challenges with broad and complex IT issues impacting the OPM enterprise, as well as other Federal agencies. Leading teams to perform analysis, evaluation and advisory assignments related to modernization strategy and business process transformation, as well as for similar reengineering and realignment. Participates in developing risk management activities relating to threat assessment and mitigation strategies.
Qualifications
All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.
MANDATORY QUALIFICATIONS (MQs): Address each of the following MQ's (TQs and SPQs) separately. MQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications.
TECHNICAL QUALIFICATIONS (Maximum of 1 page per TQ):
Demonstrated experience in managing and leading enterprise IT projects, cloud implementations and migrations, software engineering or systems operations best practices, issues, processes, policies, standards, techniques, models, artifacts and/or methodologies and the ability to apply these, as required, to ensure the trusted continuous operation of largescale enterprise or customer-facing systems.
Demonstrated experience in the development and management of defining the requirements for enterprise IT projects, transformation and modernization projects, cloud migrations, and other transformational technologies.
Demonstrated expertise as a creator of enterprise technology strategy, policy, and implementation documents, executive presentations, and communications.
Demonstrated experience in developing federal IT contracts performance work statements/statements of work, service level agreements, as well as all associated documentation is critical to the success of the OCIO as the need for contractors to supplement the existing federal staff will be a key component of the OCIO's success in leading the transformation of OPM.

External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing and organized manner.

Time-in-grade requirements do not apply to SL positions.
