Duties
This position is located within the USCG Director, Commercial Regulations & Standards, National Maritime Center (NMC) Command Staff, in Martinsburg, WV. The incumbent is a specialist in operational composite systems, process performance, and quality management systems, and provides direct continuity between management and production system performance, operational results, product line quality control effectiveness, and mission effectiveness.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Qualifications
To Qualify for the GS-11: Applicants must have one (1) year of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work.
Examples of specialized experience include:
Independently importing and exporting data between major data systems as part of collecting, organizing, analyzing, and reporting findings that lead to managers understanding reasons for operational performance results.
Data analysis must have been conducted, at minimum, using Microsoft Excel or Access applications that support the import and export functions above.
Reports must be prepared in a variety of mediums including formal written reports, slideshow presentations, briefing sheets, public facing web pages, SharePoint, and applicable graphic representations within these mediums.
Must have regular communication experience presenting key business data as presentations are regularly expected ranging across immediate supervisor, team members, division and branch chiefs, their staffs, and unit leadership.
Must demonstrate wide-ranging analytical support for leaders and managers with data presentations and sophisticated summary data with process improvement recommendations that can stand up to Agency scrutiny.
Must possess leadership ability to stand in and represent managers pro tem.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree
