The incumbent serves as the Administrative Officer (AO) of the Dermatology Service as the Veterans Affairs Palo Alto Health Care System (VAPAHCS) in Palo Alto, CA, and reports to the Chief of Dermatology Services.

Duties

Provides expert advice to the Chief and Assistant Chief of the Service regarding human resources needs and recommends appropriate staffing levels and position types to ensure cost effective resource utilization consistent with Service and organizational objectives, quality health care, and sound management practices. Monitors budget status and advises the Service Chief on budgetary issues such as budget deficits and modifications, and cost control. Prepares and reviews purchase orders for supplies and non-expendable property such as equipment, including computer hardware and software, and other specialized equipment necessary for the functioning of the Service, authorizes obligation and expenditure of funds, and provides administrative support for inventory management of the Service. Directs improvement where necessary and recommends changes to increase efficiency/effectiveness, improve productivity, and solve operational issues. Serves as a liaison for the Resident Physicians, sub-interns, and medical student training programs of Stanford University School of Medicine, Department of Dermatology. Identifies the customer's situation properly and performs tasks required to resolve customer questions/concerns accurately and in a timely manner. Prepares and reviews correspondence for executive signature in response to inquiries, including patient, Congressional, OIG, VISN and VACO inquiries. Conducts market analyses and provides advice to justify physician pay, specialty pay, and fee basis rates. Provides oversight of the Dermatology residency training program, reviews and updates residency schedules and duties, and accomplishes necessary requests/documentation including network access codes and equipment requests to onboard staff. Validates labor mapping for Service personnel and certifies these statistics quarterly with the Managerial Cost Accounting Program (MCAP). Provides technical assistance and instruction on using computer programs to staff, residents, interns, and medical students as needed, and ensures compliance with information security, privacy and confidentiality policies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interprets personnel management principles, theories, practices, and techniques to assist in the understanding of policies and procedures pertaining to pay, performance, recruiting, and systems knowledge. Analyzes and evaluates methods and techniques to identify and resolve procedural issues and problems. Provides a wide variety of administrative and management support services. Communicates orally and in writing, both individually and in groups, to provide information related to organizational, administrative, and procedural matters. Uses personal computers, systems/applications, and organization office automation applications (word processors, spreadsheets, databases, etc..). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] You will be rated on the following Competencies for this position: Administration and ManagementCommunicationSelf-Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, although there is some walking, bending, and lifting. It is sometimes necessary to work at the computer for extended periods of time. The position requires the ability to concentrate with frequent interruptions.
