Requirements

Qualifications
You are required to have information technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include performing analysis to determine root causes of vulnerabilities.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency include advising on the physical security requirements for information systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, and responds appropriately. IT-related experience demonstrating this competency include reporting security incidents if the information system has been compromised.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include Assessing and recommending protective network and physical security devices and systems for acquisition.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by monitoring networks for vulnerabilities and compromises. Developing, managing, and maintaining a cybersecurity program.

MAJOR DUTIES:
Serves as an Information Systems Security Officer (ISSO). (40%)
Develops, manages, and maintains the Cybersecurity Program for the command. Provides technical direction to a staff of military, civilian, and contractor personnel. Creates, modifies, and enforces command IA cybersecurity policies and procedures in accordance with United States Marine Corps (USMC), Department of the Navy (DoN), and Department of Defense (DoD) guidelines. Assists with reporting compliance with the DoD Information Assurance Vulnerability Alert (IAVA) requirements and directives. Assists in ensuring Continuity of Operations Plans (COOP) are developed, tested and remain current and effective. Coordinates and oversees1stNetBn Cybersecurity representatives in execution of the Cybersecurity Program. Manages all aspects of the Risk Management Framework (RMF) to mitigate risk to an acceptable level.
Implements and oversees the Command Network Security Program. (30%)
Coordinates with system administrators in monitoring the network for vulnerabilities and compromises. Assesses and recommends protective network and physical security devices and systems for acquisition. Verifies appropriate security tests and assessments are conducted and documented. Supports USMC Green, Blue, and Red Team assessments as required. Ensures proposed system changes, to include new hardware and software are reviewed and that implemented system modifications do not adversely affect the security posture.
Cybersecurity Program. (30%)
Assists Information Systems Security Manager (ISSM) with the management and maintenance of the Cybersecurity Program for the 1stNetBn. Performs assessment of systems and networks within command network enclaves and identifies where those systems and/or networks deviate from acceptable configurations, enclave, or local policy.
