You will serve as a CONTRACT SUPPORT SPECIALIST in the Procuremen Branch (Code 1410.2), in the Business Office Division (Code 1410), of the Naval Foundry and Propeller Center (NFPC) (Code 1400), in Philadelphia, Pennsylvania of NORFOLK NAVAL SHIPYARD.

Duties

You will prepare and coordinate contract modifications, task, and delivery orders, staying current with revisions and updates of contract package documentation. You will prepare contract request package specification documentation. You will develop and review technical specifications, scope of work, estimated cost of work, and assist with development of both simple acquisition and major procurement activities. You will prepare detailed material and labor costs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience ensuring all stakeholders are in agreement during multiple phases of the program; Experience in working on a team environment with the ability to organize, coordinate, and communicate project activities across division, office, and inter-organizational lines; Experience in managing all aspects of an organizational program to ensure all phases within designated programs are implemented, accepted, and accomplished within a set of milestones or deadlines. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in resource management and strategic material forecasting; Technical background and general understanding of the facility's day-to-day in-process manufacturing; Experience in government procurement, market research, ability to produce and process a wide range of documents related to procurement activities. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience

GS-9
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience
