About the Position: The incumbent will serve as a financial Management Analyst providing coordinated financial management, budget services, manpower/management analysis, and program management integrated with and designed to promote efficiency and economy in execution of the USARNORTH mission, for the G-8 related to the Homeland Security and Homeland Defense missions

Duties

Provide analysis and recommendations regarding fiscal policy and law, Program Objective Memorandum (POM) input, funding documents, risk analysis, Internal Management Controls, civilian pay issues, financial activities, budget, and program matters. Plan basic concepts and policies of financial management in long- and short-range operational plans in support of Defense Support to Civil Authorities for both exercises and crisis events. Recommend policies, plans, and courses of action affecting comptroller functions. Provide assistance in the implementation of programming or periodically reviewing, evaluating, and reporting to the G8 on program progress, problems, and status.. Provide direction and coordination of resource management programs and activities. Transmits and implements both Department of the Army and local resource management program policies and operational requirements. Serves as liaison with USNORTHCOM and Department of the Army resource managers to transmit and implement resource program policies and requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A probationary Period maybe required.
  • Incumbent may be required to wear an electronic pager and maintain a working telephone at all times.
  • This is a Financial Management Level 2 Certified position an the incumbent must be able to obtain and maintain certifications of the program.
  • A Secret Security Clearance is required for this position.
  • Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
  • Incumbent will be required to deploy within on short notice (within 24 hours) in response to a Presidential Disaster Declaration involving acts of terrorism, natural disasters, homeland defense and civil support contingency plans and general war.
  • Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
  • Incumbent must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment, or equivalent clothing and protective equipment.
  • Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required.
  • Incumbent must as a pre-condition of employment must pass a physical examination.
  • Incumbent must participate in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
  • Position requires travel up to 25% of the time.
