Duties
Researches legislation and existing systems to develop system requirements and to provide for the interrelationship of entitlements.
Develops new or revised military payroll and reporting procedures or policies for publication in manuals, regulations, etc., based upon DJMS and DMO systems changes.
Provides technical advice to data automation systems analysts in designing and programming the automated systems.
Provides technical interpretations and/or guidance to military components and management.
Provides training and guidance for converting, implementing, and maintaining payroll and reporting operations and related techniques.
Develops test criteria and ensures timely and accurate tests are performed in accordance with internal controls and audit procedures.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Performing military pay entitlement analysis and assisting in the design, development, and support of military pay operations and related organizations; demonstrating substantive knowledge of financial management principles as they relate to automated systems processing and operations; planning and implementing operational improvements to large-scale financial operations, systems, policies, and procedures; providing high-level financial systems expertise to senior leadership to help them carry out financial missions with allocated resources.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
