The incumbent serves at the Central Arkansas Veterans Healthcare System (CAVHS) Surgery and Anesthesia Services Health System Specialist (Quality/Safety/Improvement Specialist), providing informational technology to facility infrastructure and programming support, as well as supporting pivotal roles in ensuring the highest standards of healthcare technology and educational program delivery related to physicians and healthcare professionals.
Duties
Duties include, but are not limited to:
Works closely with the Business Manager in directing the clinical administrative management activities of the surgical and anesthesia service.
Authorized to give out administrative and technical information to inquires upon determination of their right to receive it, responds to requests for information.
Secures for the Business Manager a variety of documents to include, regulations, specific statistical and narrative program data, or other matters of a technical nature.
Coordinates studies and special projects to implement health care delivery programs and improve the efficiency of health care operations.
Assists in preparing internal instructions, operating policies, protocols, and other procedural guidelines.
Incumbent will collaborate with research teams, technology vendors, biomedical experts, and external partners to pilot and implement innovative healthcare technologies to support a wide range of medical treatments and practices as well as program oversight and compliance.
They will ensure technology resource allocation to aid in cost-effective solutions. Develop and implement process improvement strategies, including the adoption of evidence-based practices and technology solutions.
Plans hardware requirements, location of specific equipment and coordinates moves with the facility space committee. Attempts to resolve problems before referral to the Office of Information Management (OIM), act as liaison with OIM regarding all healthcare.
As a member of the national Community of Practice committee S/He creates, develops, and deploys all education for Surgery/Anesthesia Referral Coordination Team (RCT) members including physicians and Advanced Practice Registered Nurses (APRN) related to access in surgical clinics and the Operating Room. The incumbent will serve as a consultant on both internal and external regulations, standards, and requirements.
They are instrumental in the service level orientation program, including processes within the annual resident/fellow on-boarding, orientation, and checkout process, utilizing human and capital resources and assets to ensure successful accomplishment.
Trains and orients surgery staff and residents to service computer systems. Creates and updates orientation training materials. Trains new resident, student, and surgeon staff (occurs weekly) in computer systems and the EHR required for entering progress notes, entering orders, completing encounters, entering the observation discharge summary, completing delinquent documentation, using I-med for consents, and creating templates.
The incumbent creates and develops position reports and decision documents representing the placement of the organization on a variety of complex and sensitive issues, including those of media interest that have significant impact. The position will be responsible for developing special data analyses, which provide a basis for business decisions of who work in concert to ensure delivery of high quality, data driven healthcare.
The incumbent must have broad based knowledge of the overall Medical Center organization mission vision function and values.
Performs other related duties as assigned by the ACOS Surgery & Anesthesia service and/or Business Manager.
Occasionally lifts 25lbs, work in patient care areas with and without a mask, work inside and outside, and perform presentations in large groups.
All other duties assigned by management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:00 am to 3:30 am, subject to change based on needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR) for occupational series 0671:
Education: Graduate Education: Applicant must have a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts Required) OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR
Special Provision for In-Service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Time in Grade Requirement (TIG):
Specialized Experience GS-9 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Office of Information and Technology (OI&T) knowledge and project management experience, with a focus on quality and safety management. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively high level graduate education leading to such a degree or LL.B. or J.D., if related. You must have an combination of specialized experience and education beyond the first graduate year or 18 semester credit hours. Physical Requirements: Will require some walking, bending, and lifting of equipment to include the ability to lift 40 pounds and deliver products and services and troubleshoot equipment within healthcare delivery settings. Some travel may be required to other clinical sites to procure documents, provide training and technical assistance.
