The Health Systems Specialist serves as the High Reliability Coordinator reporting to the Associate Director, Patient Care Services for the Central Arkansas Veterans Healthcare System (CAVHS). The position is responsible for supporting executive leadership in planning, coordinating, implementing, and monitoring activities to ensure effective high reliability efforts. Major areas of focus include a robust patient safety program, a culture of safety and culture of continuous process improvement.

Duties

Major duties include, but are not limited to the following: Utilizes a mastery of quantitative and qualitative analysis skills in conducting difficult and complex studies involving various operational plans. Evaluates, interprets, analyzes and presents in final form all resource and workload data in support of the study. Is the expert lead in change management incorporating LEAN, Six Sigma into System Redesign utilization throughout the organization. Utilizes knowledge of clinical performance standards, quality and performance improvement principles, regulations and precedent decisions to assist the program office in providing policy and technical guidance to support continuous quality improvement and performance improvement throughout the organization. Develops and maintains strategic planning that results in the development of long-range planning and development, performance, and efficiency and effectiveness of service. Assists in seamlessly coordinating planning and operational programming concepts from national clinical program offices with facility operations. Oversees Facility programs and ensures all procedures, policies, processes, and reporting requirements are well-coordinated and consistent with the overall clinical and business mission. Effectively deals with conflict and conflict resolution. Assists in ensuring that issues/complaints raised by Veterans and Service Members, their families and/or stakeholder are fully addressed. Utilizes workforce management/staff optimization principles and organizes, prioritizes, and schedules work assignments to achieve staffing optimization. Provides information to the Medical Center Director which promotes important decision making that substantially affects economy of operations. Locates appointment information or team assignments /location using computer based systems. Incorporates data reports with professional knowledge to provide constant program oversight that leads to reducing and/or eliminating problems. Facilitates developing performance and program goals and plans to meet these goals, including identifying new program lines and evolving service delivery models to be consistent with provisions of the most up-to-date, evidence informed clinical services. Communicates regularly with national program office, network and facility staff and management personnel. including advising higher level officials on resource requirements, budget issues, and other strategic issues. Develops and maintains productive and cooperative relationships with internal and external groups, organizations and other contact management entities. Works collaboratively with multiple departments and services to promote state of-the-art business and technology systems. All other duties assigned by management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR) for occupational series 0671: Education: Graduate Education: Applicant must have a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts Required) OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and - Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement the applicant must also meet the below specialized experience. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of patient and employee safety, systems redesign, and LEAN management/6 Sigma Principles. Must be familiar with program development and implementation especially in areas of Quality, Safety, and Value; Able to gather, track and analyze data, present in written and/or oral form which are well-organized, supportable, and clearly expressed. Develops recommendations and proposals based on findings and presents final products complete with appropriate background materials; Knowledge of clinical performance standards, quality and performance improvement principles, regulations and precedent decisions to assist the program office in providing policy and technical guidance to support continuous quality improvement and performance improvement and high reliability throughout the organization; Develops technical guidance and standards for use for processes where no established criteria exist and where improvement is needed. Plans and develops criteria and requirements to ensure continuing review and evaluation of the program and performance improvement programs and high reliability/safety programs; Expert leadership abilities to identify project and program expectations and objectives of patient safety and improvement efforts related to the program/project and mission and goals; Knowledge of analytical and evaluative methods in addition to a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
