This supervisory position is in the Office of Organizational Excellence, Office of Integrity and Compliance (OIC), Department of Veterans Health Administration. This position serves as Chief of Integrity and Compliance Support for the OIC Integrity and Compliance Section and supervisor for five staff who support Integrity and Compliance, OARVP and customer service efforts in OIC.
Duties

Major Duties include but are not limited to:
Responsible for the development, planning, implementation and maintenance of integrity and compliance support and customer service as provided to stakeholders.
Responsible for the management and maintenance of the Oversight Accountability Visualization and Reporting Platform (OARVP) CIRTS and Issue Management modules within the Salesforce system.
Responsible for the management and oversight of the VHA Ethics Advisor Program in collaboration with the Office of General Counsel Ethics Specialty Team and VHACO OIC Education staff.
Serves in an advisory capacity to program offices, VISNs and medical centers in relaying and supporting appropriate compliance information, policies, and practices to be incorporated into the respective compliance programs, in coordination with the Director of the Integrity and Compliance Section.
Prepares short and long-term work plans for the section to enhance achievement of the goals and objectives of Integrity and Compliance.
Identifies financial resources and works with Integrity and Compliance budget staff to support projected budget and the professional professional development of Integrity and Compliance Support staff.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Evaluates work performance of subordinates.
Finds ways to improve work performance, efficiency or increase the quality of the work performed by subordinates.
Develops performance standards for subordinates.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
To qualify for the GS 0671 occupational series, applicants MUST possess one of the following:
Undergraduate and graduate education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
General Experience: Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
OR
Special Provision of In-service placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND
GS-14 Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Works with VISN, Facility and Program Office Compliance officers and other VHA staff to ensure the varying needs of the OIC Program are met. Contacts may be made with senior management at VA/VHA headquarters offices, VISN and VHA field facilities.
Serves in an advisory capacity to the VISNS and medical centers in relaying and supporting appropriate compliance information, policies and practices to be incorporate into the functions represented within the compliance program at each facility.
Possesses professional knowledge of the field compliance, Oversight Accountability Visualization and Reporting Platform (OARVP) and customer service processes in order to assess, design, implement, and evaluate products, services, and activities.
Provides management and supervision of direct reports which will include analysts, as well as support assistants.
Plans, organizes, and carries through to completion assignments and studies involving the substance of key agency programs and staff.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel may be required.
