As the facility's HPE program technical advisor and SME, this position provides direct technical and administrative supervision to the HPE service. The position is responsible for ensuring that staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, accreditation standards, laws, and VHA OAA policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of HPE programs.

Duties

Major Duties and Responsibilities: Experience with full authority and responsibility to monitor functions, funding, staffing, space, processes and experience. Experience with budget forecasting, planning and allocation of resources to include funding and staffing, accounting, and financial reporting. Identifies and resolves complex resource, regulatory, and program issues with academic affiliates, affiliate federal partners, facility and staff. Experience with development and ongoing review of scope and schedules, guidelines, requirements, and deliverables; and active, independent problem solving, requirement refinement, corrective action, and plan modification. Ability to provide administrative and management oversight for a full spectrum of paid and WOC clinical HPTs and others associated with a complex health care system, which includes employees, executive facility management, and academic affiliates. Develops administrative and strategic operational initiative requirements, identify problems, analyze data, and recommend solutions based on specific knowledge of the organization's objectives and/or priorities. Conducts analytical studies on operational processes, issue topics, or related special projects. Ability to provide oversight, direction, guidance, and technical expertise to ensure compliance programs are in place. Assesses clinical learning environments using Trainee Satisfaction Survey or other instruments; advocates for and facilitates change based on feedback. Actively participates in and leads meetings, conferences, committee and council sessions, and other forums to facilitate communication and coordination with initiative stakeholders, including VA clinical training program/site directors, the health care community, academic affiliates, and health profession regulatory organizations. Provides technical consultation and editorial review of initiative related HPE proposals, white papers, issue briefs, manuals and other materials that will be distributed both in and out of VA. Builds constructive and effective relationships with colleagues at all levels and is expected to develop, implement, and monitor an effective HPT, staff, and patient satisfaction program within the HPE service and take corrective action to improve customer satisfaction as appropriate. Utilizes strong interpersonal and communication skills to interact with diverse groups and individuals clearly and effectively, secure and/or provide information to clarify situations, resolve problems and negotiate services and/or agreements and) with other departments or external agencies. All other duties assigned by management. Work Schedule: Monday - Friday, 7:00 am to 3:30 pm, subject to change based on needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR) for occupational series 0671: Education: Graduate Education: Applicant must have a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts Required) OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to the Individual Occupational Requirement the applicant must also meet the below specialized experience. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with Office Academic Affiliation staff/database for resident onboarding; Resident disbursement procedures; HR badging sponsorship; and CAVHS resident onboarding procedures; Experience being the Point of Contact for incoming medical documentation and routing processes; Utilizing databases to input, track, analyze and report data related to administrative functions; processing and reviewing documents to include legal documents, billing information, medical records, or administrative records for completeness and accuracy; and experience as a Project Leader for process improvement strategies. Note: This experience must be supported by your resume to be creditable. You will be rated on the following Competencies for this position: Administration and ManagementCompliance InspectionCustomer Service (Clerical/Technical)Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
