This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
The position is in the Office of Analysis for South Asian Affairs, Bureau of Intelligence and Research (INR/SA). You will serve as the expert responsible for providing all-source intelligence analysis and production on broad, complex issues pertaining to the countries of the South Asian region.
Duties
Responsible for providing all-source intelligence analysis and production on broad, complex issues pertaining to the countries of the South Asian region focusing on Bangladesh, Sri Lanka, Nepal, and Maldives.
Represents the Department in interagency meetings providing guidance to Department policymakers, briefing key stakeholders in the U.S. Congress, and serving as an expert in various intergovernmental and non-governmental fora.
Responsible for drafting, presenting, and defending policy-relevant, intelligence analyses for Departmental, Federal officials and U.S. international partners on broad, complex issues pertaining South Asian region countries.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in conducting intelligence analysis related to U.S. foreign policy programs and strategic objectives in accordance with established Department of State strategy documents and the U.S. National Security Strategy.
Experience producing policy relevant assessments that involve the research and analysis of information derived from a variety of sources.
Experience with social, political, and security affairs regarding the South Asia region, with particular focus on Bangladesh, Sri Lanka, Nepal, and Maldives to provide expert advice and guidance regarding the policy implications of issues and developments in the region.
Experience with Analytic Tradecraft Standards and relevant Intelligence Community Directives.
Experience with Intelligence Community (IC) coordination processes to represent the equities of INR and the Department in inter-agency processes.
There is no substitute of education for specialized experience for the GS-14 position.
