This position is in the Bureau of International Security and Nonproliferation (ISN), Office of Conventional Arms Threat Reduction's (CATR) International Engagement Team responsible for analyzing and coordinating Creating Helpful Incentives to Produce Semiconductors (CHIPS) projects supporting semiconductor-related diplomacy and tracking program performance aimed at the accomplishment of the Bureau’s goals, objectives, and priorities.
Duties
Responsible for planning and organizing project(s), estimating costs, coordinating with staff; and must be experienced in managing and conducting all aspects and phases of projects and their implementation.
Reviews, analyzes, and makes substantive recommendations on the content and impact of policy documents, interagency agreements, grants, contractor proposals, and project reports.
Supports CHIPS Act implementation and management by liaising with the Department’s Office of Acquisition Management, private contractors, and grantees to identify potential programming issues, and develop recommendations for possible solutions.
Analyzes and makes recommendations regarding the establishment of an export controls related information sharing platform for sharing export licensing related information among a small number of international partners.
Provides program policy, and program planning consultations with officials in government, academia, and the private sector.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience adapting and developing processes and measurable indicators for maintaining, improving, and assessing program effectiveness.
Experience conducting analysis on export controls and providing findings and recommendations to leadership.
There is no substitute of education for specialized experience for the GS-12 position.
