Duties

This (Deputy Director for the Transportation Analysis Division) Supervisory Intelligence Operations Specialist position is located in Operations Support (OS), Intelligence and Analysis (I&A), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Collaborates and coordinates across office(s), to ensure effective mission accomplishment in areas of joint interest. Works with the US Intelligence Community, and foreign intelligence partners to share information regarding threats, terrorist and other adversary tactics, countermeasures, and industry best practices. Oversees and provides expert guidance on the TSA targeting and watch listing program functions to ensure mission success in departmental oversight meetings. Provides intelligence and transportation threat briefs at the agency and department level, as well as to members of congressional, national security council, and private industry and field staff as required. Serves as a primary point of contact across the agency for all intelligence and analytical matters. Represents Transportation Analysis Division or the TSA Office of Intelligence and Analysis at agency-level meetings; serves as the independent technical authority and the analytical expert on TSA issues of concern. Prepares and analyzes reports; responses to queries, justifications, and background papers on the technical aspects of areas of expertise and assignment. Researches and determines or recommends appropriate actions or interpretation of issues impacting the Division. Represents the Division on working groups; steering groups; or other meetings, conferences, seminars, etc. Ensures the Division's activities comply with security policies, applicable legislation, statutes, decisions, regulatory, technical requirements and other legal directives to accomplish the overall mission. Establishes and maintains security policies and procedures. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Responsible for reviewing, evaluating, and analyzing large quantities of intelligence and information from various sources and advises senior management of any threats or other developments requiring immediate action. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Supervisory and Program Specific Duties include: Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff. Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities. Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary. Interviews and selects applicants for vacancies. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance. Schedules and approves leave. Participates in manpower surveys and reorganization study groups, as required. Makes functional assignments establishing controls necessary for effective management, or to provide data for management purposes. Promotes compliance and ensures that all personnel actions are taken in accordance with the TSA Affirmative Action Plan and the TSA's Equal Employment Opportunity (EEO) program policies.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as minimum one year at SV-J or GS-14 equivalent demonstrated in the resume for the following: Directing mission-essential programs to include short- and long-range programs addressing a broad range of agency needs and interests to include coordination, briefings and intelligence information sharing with internal and external operational and other senior stakeholders, such as stakeholders at the agency, department level, and/or to congressional staff and members and national security council, or to private industry and field security partners; and Experience administering and managing an intelligence program and intelligence operations to include but not limited to: intelligence watch operations and coordination with other operational stakeholders/partners, all-source analysis, analytical production planning, dissemination, and intelligence information sharing; and Organizing and leading key analytical tasks and functions that cut across intelligence disciplines (such as intelligence analysis, intelligence threat identification, intelligence planning and production) of an organization and mentor, motivate, and appraise the staff through subordinate supervisors to carry out associated tasks and functions; and Experience managing, planning, analyzing and evaluating the effectiveness of current and future transportation, homeland or national top secret/SCI-related security functions, policies and procedures. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
