This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as an Engineering Equipment Operator for the Directorate of Public Works (DPW) in Fort Riley, KS.
Duties
Operate heavy equipment, such as a tracked tractor or hydraulic excavator to push, pull, pile, or load materials such as sand or gravel; and operate forestry grade industrial brush cutters that will mulch tree bushes and large tree trunks.
Determine the proper operational approach according to the condition of the surface and subsurface.
Backfilling, grading, and/or leveling earth that has been damaged.
Perform preventive maintenance and servicing of all equipment assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to have and maintain a Commercial Driver's License (CDL, Class B).
- Must obtain and maintain a valid state (and government) driver's license.
- The incumbent must have the ability to lift up to 100 lbs on a regular and recurring basis.
- Must obtain and maintain a background clearance.
- Work may be required outside of normal duty hours which may include evenings, weekends, and/or holidays to include shift work.
- This position requires the incumbent to wear protective clothing such as hard hats, steel toed shoes, gloves and/or goggles.
- Work is performed outside with exposure to snow, ice, heat, dust and dirt.
- This is a drug testing designated position. Personnel are required to sign DA Form 5019 and must pass a drug screening prior to hiring and will be subject to random drug testing on an unannounced basis.
- A physical exam is required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ENGINEERING EQUIPMENT OPERATOR ~ without more than normal supervision. The ability to perform common operation of vehicles and heavy equipment to include tracked tractors and articulated haulers. Skilled in operating heavy equipment such as hydraulic excavators and motor graders. Ability to perform minor repairs and routine maintenance on the equipment. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT
The operator is constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operator is frequently required to work in awkward or strained positions with larger pieces of equipment that require frequent adjustments under adverse operating conditions. Operator may be required to handle large pieces of equipment which may require frequent adjustments under adverse operating conditions. Occasionally the operator will be required to lift, carry, or move objects weighing up to 100 pounds.
WORKING CONDITIONS
Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, and rolling surfaces. Operator is required to use hand tools such as grease gun, pliers, wrenches, screwdriver, oil can, etc. The operator is exposed to injury due to the possibility of the equipment overturning and subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust. Safety glasses, goggles, hard hats, safety shoes or boots, hip boots, and earplugs or earmuffs are used.
