This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as an Engineering Equipment Operator for DPTMS (Directorate of Plans, Training, Mobility and Security) in Fort Riley, KS.
Duties
Operate heavy equipment, such as a tracked tractor or hydraulic excavator to push, pull, pile, or load materials such as sand or gravel; and operate forestry grade industrial brush cutters that will mulch tree bushes and large tree trunks.
Determine the proper operational approach according to the condition of the surface and subsurface.
Backfilling, grading, and/or leveling earth that has been damaged.
Perform preventive maintenance and servicing of all equipment assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain the required certification/license for each piece of heavy equipment utilized within six months of employment.
- Certification/licensing must meet AR 600-55 requirements, which includes written, and actual operational and maintenance skill testing. Operator must obtain a State of Kansas, Class A and CDL (Commercial Driver?s License).
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing, IAW AR 600-85.
- Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense.
- Sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing as a condition of employment.
- A job offer to an applicant who is a not a current employee will be withdrawn if the applicant refuses to be tested. Applicants with verified positive test results shall be refused employment.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) ENGINEERING EQUIPMENT OPERATOR ~ without more than normal supervision. The ability to perform common operation of vehicles and heavy equipment to include tracked tractors and articulated haulers. Skilled in operating heavy equipment such as hydraulic excavators and motor graders. Ability to perform minor repairs and routine maintenance on the equipment. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operators are frequently required to work in awkward or strained positions. The operator must be able to lift 75 pounds repeatedly.
Working Conditions: Work is performed in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces, and forests. The operators are exposed to injury due to the possibility of the equipment overturning. Operator is subject to noise, vibration, dust, dirt, hay particles and dust during mulching operations, and fumes from the motor and exhaust.
