About the Position: Serves as a Management and Program Analyst with Blue Grass Chemical Activity providing managers with objectively based information for making decisions on the administrative and programmatic aspects of operations and management.
Duties
Studies the structure and/or functions of the organization with interrelated work processes and functions, to resolve substantive issues, or moderate scope, to improve efficiency.
Collects and analyzes pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings.
Advises on proposed reorganizations and/or realignment of functions and staffing level changes.
Presents findings, options, and recommendations.
Plans and conducts management surveys and/or researches on substantive issues of moderate scope and impact to assess the effectiveness of program operation.
Independently performs or participates as a key analyst in studies of broad scope.
Assists with input of time and attendance each pay period as needed, and performs reviews of time and attendance for accuracy; takes necessary action to correct payroll system errors.
Serves as Administrator of the Government Travel Charge Card (GTCC) program; monitors account status for BGCA personnel and resolves cardholder issues.
Performs final review of travel obligations, authorizations, and settlement vouchers prior to approval and makes all necessary corrections.
Serves as the Lead Defense Travel Administrator (DTA); provides training to new and existing Defense Travel System (DTS) users, Organizational DTAs and Financial DTAs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Temporary travel up to 10% may be required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position may be required to participate in Chemical Incident or Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to controlling CIMRA situations after being trained for the particular duty involved.

MINIUM QUALIFICATION FOR GS-0343-09
Specialized Experience: One year of specialized experience which includes 1) Utilize management and administrative practices common to the organization; 2) Apply analytical and evaluative techniques to resolve issues; 3) Evaluate information and recommend appropriate action; 4) Conduct interviews with superiors and employees to obtain information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Management. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07) Time-in-grade requirements must be met by the closing date of this announcement.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, or Management. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
