The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.

Duties

This position is located within the Department of the Interior, Office of the Secretary, Orphaned Wells Program Office, Program Administration Division, Washington, DC or Denver, CO. At the full performance level GS-13,the major duties of this position include but are not limited to the following: 1) Performs a variety of top-level bureau/office functions, to include participating in decision-making sessions with top management officials, and advises program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of accounting data to program operations and improvements. 2) Coordinates the resolution of accounting system problems arising from factors such as changes in legislation, the needs of program managers, Departmental requirements, and standardization among Interior bureaus. 3) Develops organizational accounting and financial policy that may cover the full realm of accounting and financial activities, and the requirements of laws and regulations, including policy and guidelines for program users, and provides authoritative policy interpretations and functional recommendations in the implementation of new legislative and regulatory requirements. 4) Advises management on changes to function/program workflow practices or procedures, better internal controls, redesign of reports or faster consolidation of data, and how to reduce costs or improve operations. 5) Analyzes, interprets, and implements accounting standards developed by FASAB and prescribed by GAO and OMB, advising management on the implications of the new standards and expected impacts on the bureau/office in implementing new standards, coordinating with financial and program officials to ensure effective implementation of required accounting standards. 6) Analyzes operations, financial systems, periodic and special reports, and systems edits to develop information on trends, anomalies, or problems, and develops solutions; planning and executing changes to the content and nature of financial reports and application of computer technology to accounting functions. The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information: GS-12: $91,753 - $122,459 per annum GS-13: $109,107 - $145,617 per annum Washington, DC GS-12: $94,199 - $122,459 GS-13: $112,015 - $145,617 Denver, CO GS-12: $91,753 - $119,280 GS-13: $109,107 - $141,836 First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience applying financial management concepts, principles and techniques to new or changing programs; 2. Experience developing necessary bureau-wide/office-wide policies, procedures, practices, and guidelines to produce financial statements and reports; 3. Experience resolving complex financial management problems involving conflicting demands from such conditions as funding priorities, economic interest, public interest, or equivalent policy concerns; and 4. Experience conducting accounting and financial system analysis, developing findings and writing reports that serve as authoritative guides and precedents for other financial specialists or management officials. Applicants must meet all four specialized experience requirements to qualify. To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience applying financial management concepts, principles, and techniques; 2.
