You will serve as a FINANCIAL MANAGEMENT ANALYST in the CNRH COMPTROLLER of COMMANDER NAVY REGION HAWAII.
Salary Range:
GS-9: $59,407 - $77,226 per annum
GS-7: $48,567 - $63,137 per annum
Duties
You will administer financial management policies and procedures to meet agency goals.
You will implement financial management instructions, standard operating procedures (SOPs), and guidance for an organization.
You will analyze data for various financial reports (e.g., budget formulation, budget execution, accounting, audit readiness).
You will analyze financial transactions or reports from the Standard Accounting, Budgeting and Reporting System-Field Level (SABRS-FL) or similar financial management system to identify problems or erroneous transactions.
You will monitor accounting, budget execution, and financial management reports to ensure financial integrity, timelines, accuracy, and validity.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-9: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Comparing financial execution data from database systems and identifying transaction misalignments; 2) Analyzing financial transaction status for dormant account report samples and identify appropriate reason and status codes; 3) Processing incoming reimbursable accounts by creating reimbursable lines of accounting, generating bill numbers in database systems while creating and attaching supporting documentation in a reimbursable log; 4) Receive invoice in mail and prepare for payment and submit invoices; and 5) Assist in administering and managing Defense Travel System. NOTE: This experience must be supported by your resume.
GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assist in coordinating funding authorization with the travel administrator to load funds in the travel system accounts; 2) Assist with creating Decision Sheets in the financial management system to realign controls and cash; 3) Assist programs on inputting requirement into the budget tool and review inputs; and 4) Pull various labor reports out of financial systems. Education

GS-9
Master's or equivalent graduate degree.
OR
Two full years of progressively higher level graduate education leading to a master's degree.
