This senior program analyst position is located in the Bureau of Global Public Affairs, Office of Analytics (GPA/AN).
The mission of Bureau of Global Public Affairs (GPA) is to serve the American people by effectively communicating U.S. foreign policy priorities and the importance of diplomacy to American audiences and engaging foreign publics to enhance their understanding of and support for the values and policies of the United States.
Duties
Leverages cutting-edge information technology practices and programs to conduct data mining, audience research, consumer analysis and branding strategies in international markets, and analytical techniques to identify trends.
Contributes to the development and implementation of an overarching and comprehensive audience research and analysis strategy for GPA to measure and improve the effectiveness of its programs and services in support of U.S. foreign policy goals.
Serves as an initial point of contact for the office for all incoming actions regarding social media and web analytics from State Department offices, U.S. embassies, the interagency, international organizations, NGOs, or other sources.
Monitors evolving Department of State's foreign policy priorities in order to provide analytic reports and establishes and recommends systematic methods of program execution based on data analysis by the office.
Cultivates strategic networks with senior-level officials and stakeholders to improve its products and services, and provides authoritative advice to advance U.S. interests by engaging, informing, and influencing targeted audiences.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience advising and making recommendations for social media strategy supporting efforts to achieving foreign policy objectives.
Experience conducting analysis including acquiring data through technical means, tracking and analyzing large social media data streams, and building coding notebooks to streamline crisis reporting response time.
Experience using data analysis and social listening tools including Python, SQL, AWS, GitHub, Google Analytics, and Brandwatch to include familiarity with social media algorithms including Twitter.
There is no substitute of education for specialized experience for the GS-14 position.
