You will perform duties directly contributing to the administrative and data management of Medicine Service and functions under the Chief, Medicine Service. This position provides mission critical analysis and data to support the development of a more comprehensive, coordinated and patient driven system of medical care. This requires the position to operate independently on behalf of the Chief of Medicine.

Duties

Advises and analyzes various Medicine Service programs involving resourcing, provider mapping, access, clinic utilization, fee-for-service services, etc. Participates in discussions, meetings, conferences and conference calls with management, subject matter and technical personnel inform their analysis. Investigates facts, present recommendations, and alternatives; develop alternate courses of actions; and advise management on options available to resolve problems. Advises management of unique conditions and issues which affect program activities and provides advice on interpretation and implementation of new and revised policies, regulations and procedures, such as clinic readiness set-up. Identifies problems that involve new or revised policies or procedures and brings them to the attention of senior management for appropriate action. Compiles information to be presented to upper management for use in development, planning and operation of VISN8 strategic plans and programs for Medicine Service. Plays a critical support role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements and expectations. Compiles final reports, including comprehensive analyses; identifying discrepancies and planned initiatives for effecting remedial actions. analyze and prepare program status reports for review at all levels. Researches, analyzes and evaluates strategic planning and patient access to care, contributing to the development of robust and disciplined approaches to improvement of access, continuity of care and clinic and medical department flow. Translates data into meaningful management information ensuring accuracy for use in short and long term planning. Gathers and organizes narrative and statistical information on provider mapping, productivity and utilization using general methods, techniques and precedents. Performs on-site review, fact-gathering and research assignments to provide data to the supervisor for regional conferences in support of VISN objectives on EWL reduction, productivity and RVU's, recapture of non-VA care, and submitting proposed changes in the evolution of this objective. Creates VistA accounts, assists with electronic signature code, ensures user agreements are signed, and assigns appropriate menus, security keys, user classes, person classes, consult services membership, mail groups, request network accounts and membership into network groups. Develops procedures for training and trains personnel in applicable computer applications. Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: advising and analyzing various programs involving resourcing, provider mapping, access, clinic utilization, and fee-for-service services, interpreting administrative policies and developing recommendations; advising on standardization of processes; presenting analyzed data utilizing written and oral communication; analyzing internal review systems; compiling final reports, identifying discrepancies and planned initiatives for effecting remedial actions; establishing process controls to ensure recommendations and actions are completed and implementing resolutions; gathering and organizing statistical information on provider mapping, productivity and utilization; maintaining and supporting assigned application software package(s). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond a Master's degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. The incumbent sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or files. The work does not require special physical demands.
