The incumbent will serve as a Program Analysis Officer to the Office Director, Associate Commissioner (AC) or Deputy Associate Commissioner (DAC) in the Office of Income Security Programs (OISP).
Duties
Evaluate stakeholders’ business visions, needs, investment proposal, issues and risks. Addresses the needs of each analytical situation by adaptively applying
(CONT) expert knowledge, techniques, behaviors and advanced management and organizational principles and practices.
Identifies and investigates significant issues in meeting product objectives, and provides sound recommendations on establishing priorities, allocating resources, and formulating management policies.
(CONT) Accountable for products’ success by ensuring the product's path is consistent with the customer needs, business needs, and technical feasibility.
Create and facilitate efficient and cost effective solutions and analyze systems specification to meet business requirements. Conduct customer and end-user research.
Prepares and coordinates background papers, confidential and administrative reports, briefing materials, and recommendations for the Director, AC/Deputy, Deputy Commissioner, and/or other SSA executives.
(CONT) Develops and presents analysis of controversial matters and performs confidential and sensitive assignments for the Office Director, AC, or DAC.
Responsible for facilitating discussions to help internal and external stakeholders with their business needs for a wide range of system and process improvement projects; as well as support for complex daily operations within SSA.
Peer review all documents, created by junior analysts and provide feedback, as appropriate. Review information; identify trends, problems and opportunities to support organizational goals.
Serves on inter and intra-component workgroups, maintains program and administrative reference materials, project files and relevant background documents, makes available policies,
(CONT) procedures and written instructions from the supervisor, and maintains current knowledge to answer questions related to procedures, policies, directives, etc.

- Fingerprinting and background and/or security investigation may be required

Qualifications
Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include working knowledge of administrative procedures, and programs; cultivating and maintaining relationships; communicating verbally and in writing; organizing and managing work assignments; and researching and analyzing data to make recommendations.
