This vacancy is for a Financial Management Specialist in the National Telecommunications and Information Administration within the Department of Commerce.

Duties

As a Financial Management Specialist, you will perform the following duties: Support the collection of reimbursable spectrum fees from other federal agencies for NTIA' s spectrum management duties. Provide advice and guidance to program managers on all aspects of the allocations, use, and control of appropriated funds. Provide expert advice and recommendations for budgetary action. Reviews, analyzes, and interprets existing and proposed legislation, appropriations language, executive orders, and 0MB circulars and bulletins. Prepare the Commerce's Budget in Brief and reporting data in the MAX A-11 database. Perform A-123 Internal Control financial, programmatic audits, and NTIA oversight reviews of FirstNet activities, and prepare worksheets and necessary paperwork documenting findings. Coordinate with FirstNet and through NTIA budget office all reporting requirements for FirstNet and NTIA oversight activities. Track the progress of bureau appropriations through Congress. Develop cost-benefit analysis of proposed budgetary and program actions and advises Department officials and program managers of most advantageous course of action. Monitor, report and reconcile (SF-133) on a monthly basis obligations and outlays against approved apportionments advising of any discrepancies, potential anti-deficiency violations, and areas of concern. Prepares and delivers oral presentations to influence managers and others to accept findings and recommendation and to take a specific course of action, secure cooperation, resolve controversial matters, and convey information relative to or proposed changes in assignments. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, briefings, position papers, reports, staff studies, staff summary packages, charts, bullet background papers, etc. This Job Opportunity Announcement may be used to fill other Financial Management Specialist GS-0501-14 14 positions within the National Telecommunications and Information Administration in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Conducting financial analysis, including the formulation and execution of budgets, for agency/organizational programs; Providing advisory services regarding financial operations including providing supporting documentation which explains/defends/justifies guidance offered; Interpreting policies and regulations related to the formulation and execution of budgets; and Ensuring robust monitoring of financial transactions and budget execution to achieve compliance with applicable laws/regulations and internal policies.
