THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), Position Description Number T5036000 and T5093000 and is part of the PA Human Resources Office Army, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a Human Resources Assistant, GS-0201-07, you will process a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards. Provide technical assistance in executing the employee relations program. Perform other duties as assigned. As a Human Resources Specialist (Employee Benefits), GS-0201-09, you will provide technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Work through appropriate channels with the DOL, Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division, and supervisors to determine that payment of legitimate claims is made, fraud is reported, and questionable claims are reviewed. Provide background information or answers congressional inquiries related to injured employees claims. Assist in administering the retirement programs for technicians desiring to retire under any of the retirement systems. Provide technical guidance and assistance to management and employees on benefit programs such as Federal Employee Health Benefits, Federal Employees Group Life Insurance, Thrift Savings Program, Long Term Care Program, Mass Transportation Program, etc. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. Supervisor for this position is Ms. Lentz *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GS-07 $47,533.00 - $61,793.00 Developmental GS-09 $58,142.00 - $75,582.00 GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. Must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE GS-07: Application must indicate at least12 months basic knowledge and working experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Have basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experienced in using reference and resource materials and experienced in program functions. SPECIALIZED EXPERIENCE GS-09: Application must indicate at least 24 moths experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
