THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), Position Description Number T5019000 and is part of the PA Human Resources Office Army, National Guard. 1 or more Position(s) may be hired against this Announcement. This position is the Region 2 OWCP Liason Specialist

Duties

As a Human Resources Specialist (Employee Benefits), GS-0201-12, you will build positive working relationships with the NGB Technician Personnel Office, all levels of DOL and state Human Resources Offices (HROs). Train newly assigned ICPAs on all existing FECA, OWCP and NGB directives and guidance pertaining to the initiating, processing, adjudicating or investigating of state NG OWCP claims. Provide management advisory and consulting services, through staff assistance visits and business communication avenues, concerning FECA and OWCP policies and procedures that correlate to program reviews. Analyze, interpret and report to NGB and assigned HROs data and information related to program claims processing, reviews, conducts assistance visits, and overall injury compensation program success at meeting cost containment goals and effectiveness and efficiency objectives. Identify reemployment opportunities for injured personnel. Implement an effective "Outreach Program" (home visitation). Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC C: Open to the public. *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. Must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have specialized experiences in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques. Experienced in managing human resources development programs, education, voluntary education, advanced academic education, promotion testing, and libraries. Experienced on mentorship activities. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experienced in career counseling, performance evaluations, conducting educational and skill development personnel course programs, and, experienced in identifying concerns; assessing culture and environmental concerns; and executing problem solving techniques and applications. Experienced in formulating personnel plans and programs; developing and implementing policies; and executing procedures with follow-on evaluations and reassessments. Experienced in developing, controlling, programming and allocating manpower resources, budgeting, and execution procedures. Experienced in the allocation of civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Competent in processing organization change actions to activate, inactivate, redesignate, or reorganize structures. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriated financial and corporate standards within established internal management controls. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
