THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS), Position Description Number T5036000 and is part of the PA Human Resources Office Army, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a Human Resources Specialist (Employee Benefits), you will work through appropriate channels with the DOL, Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division, and supervisors to determine that payment of legitimate claims is made, fraud is reported, and questionable claims are reviewed. Research and present any questionable cases to DOL for further action. Provide information and assistance to claimants and supervisors concerning processing procedures. Track claim status and follow-up requirements, monitor, and coordinate eligibility for continuation of pay for eligible claimants. Provide counseling to employees and supervisors on matters relating to workers' compensation, such as determination on job reassignments, light duty, options regarding leave for time off the job, and potential compensation. Obtain facts to reconcile apparent conflicts regarding payment of benefits, medical bills, etc. Research, write, and compose draft local instructions, directives, and reporting requirements for the FECA Program. Work with rehabilitation counselors and field nurses on return to duty under the Nurse Intervention Program. Utilize the Injury Compensation/ Unemployment Compensation (IC/UC) computer system to make inquiries and monitor claim status. Analyze claims to determine appropriateness of payment. Responsible for processing and maintaining the various IC claims forms and providing additional information as required in the completion/ submission of such forms. May initiate appeals of unwarranted claims and attends the IC appeals hearings. Maintain automated data system and produces required reports. Develop, modify, and conduct FECA and Workers Compensation training to supervisors, managers, and conducts briefing for technicians. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. AOC B: NG Employees of the Pennsylvania National Guard. AOC C: Open to the public. Supervisor for this position is Ms. Julie Campbell *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. Must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least24 moths experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Do you have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement. Do you have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing. Are you experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and civilian promotions. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
