You will serve as a FINANCIAL MANAGEMENT ANALYST within TRAINING AND EDUCATION COMMAND.

Duties

You will plan, coordinate, and manage budgeting allocation and execution for the program. You will serve as the organizational expert regarding all line of accounting and expenditure platforms and their application to funding all unit requirements. You will prepare and deliver weekly briefings to the unit's Commanding Officer regarding all budgetary matters. You will analyze and manage the status of funds to ensure authorization amounts for quarterly and annual allocations are accurate.

• This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For the GS-11 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge and understanding of budgetary policies, precedents, procedures, and regulations to perform financial management work; 2) Identifying, analyzing, and resolving a range of budgetary problems such as development of alternative methods of funding or changes in program plans; 3) Reviewing or evaluating financial data for budget formulation; and 4) Providing technical advice and guidance on budget administration or funding requirements. For the GS-09 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of budgetary policies, precedents, procedures, and regulations to perform financial management work; 2) Identifying, analyzing, and resolving a range of budgetary problems; and 3) Assisting in reviewing or evaluating financial data for budget formulation. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11 Level:
Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree.
OR
Possession of an LL.M., if related.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-09 Level:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
