About the Position: This is a Developmental, permanent position with the Maneuver Support Center of Excellence (MSCoE), G8 Accounting Division, at Fort Leonard Wood, Missouri.
May be selected at any grade level with non-competitive promotion potential to target grade. Noncompetitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
Duties
Serves as program administrator for payroll, allowances, and entitlements for Fort Leonard Wood’s TRADOC, IMCOM, TACOM, NETCOM and MICC Army Commands.
Reviews and interprets a wide range of payroll law, policy, regulation, directives, and Defense Civilian Payroll System (DCPS) Payroll Office Advisory Releases regarding the DCPS Application System.
Reviews, verifies, and processes a variety of payroll and time and attendance data.
Investigates and resolves payroll issues associated with various and unrelated types of civilian appointments such as career, term, temporary, and emergency hire employment.
Interfaces verbally and on-line with DFAS payroll technicians to resolve payroll issues such as missing time, leave conversion, special pays, and miscellaneous inquiries.
Provides payroll liaison activities to a diverse population of civilian employees, managers, timekeepers, and supervisors.
Serves as the Automated Time Attendance and Production System (ATAAPS) Super-User and Administrator to provide technical assistance to directorates and organizational unit timekeepers regarding the operations of ATAAPS and the on-line DCPS.
Conducts special studies and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.
Receives and analyzes problems relating to automated pay applications.
Manages and monitors personnel-related functions pertaining to time and attendance and overtime.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires that the employee occasionally travel away from the normal duty station up to 10% of the time.
- Financial Management Level 2 Certification required within 2 years of appointment.

Specialized Experience: One year of specialized experience which demonstrates a practical knowledge of using financial management and civilian payroll systems that include GFEBS, DCPS, ATAAPS and DFAS Remedy; providing financial management and civilian payroll data for resolution of issues or discrepancies between financial and civilian payroll records; providing support for the financial statement audit; and assisting various customers with civilian payroll advice and policy assistance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.(Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Specialized Experience: One year of specialized experience which includes analyzing and interpreting regulatory financial management and civilian payroll policy requirements; using financial management and civilian payroll systems that include GFEBS, DCPS, ATAAPS and DFAS Remedy; providing financial management and civilian payroll information and reports to managers on statuses, trends and statutory and policy limitations; providing financial management and civilian payroll data for resolution of issues or discrepancies between financial and civilian payroll records; providing support for the financial statement audit; and assisting various customers with civilian payroll advice and policy assistance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
