About the Position: Serves as Human Resources (HR) Specialist (Military) technical authority for Headquarters and Headquarters Detachment (HHD), Military Surface Deployment and Distribution Command (SDDC),a joint staffed major subordinate command of US Army Materiel Command, and Army Service Component Command of USTRANSCOM. Reports to the HHD Commander on all facets of military life cycle management.
Duties
Provide Headquarters and Headquarters Detachment (HHD) level advisory services, action officer support and customer service to assigned/attached Soldiers, Sailors, and Airmen.
Conduct policy reviews to evaluate effectiveness of current policies and practices and to ensure consistency in their application.
Manage and serve as primary action officer for military programs and personnel actions such as, in/out processing; military awards, rating schemes; evaluations; leaves and passes, social rosters; deployment tracking; records management.
Evaluate the effectiveness of operating programs in HHD activities.
Prepare, process and execute all actions in accordance with current laws, regulations, policies and procedures, and other published guidance.
Promote the establishment and achievement of military personnel management objectives; implements policies at the detachment level.
Advise the HHD Commander and Detachment Sergeant on military personnel life cycle management issues and actions.
Research, advise on and prepare briefings on proposed initiatives, new or revised policies and procedures that impact the HHD’s military HR programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position may require you to serve a one year probationary period.
- This position may require you to conduct Business Travel up to 5% annually.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Advising the command on military human resources policies and/or procedures; 2) Providing solutions to routine military personnel management issues and/or actions; and 3) Analyzing data to evaluate and/or recommend the effectiveness of personnel programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
