You will serve as a Security Cooperation Program Manager in the of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will plan work to be accomplished, sets priorities and prepares schedules for completion of work based on the Commander’s Theater Campaign Plan (TCP) and Theater Posture Plan (TPP) and higher strategic planning guidance documents. You will provide advice, counsel, or instruction to other employees on both work and administrative matters. You will review, amplify, and apply Secretary of Defense, Secretary of State, and Chairman, Joint Chiefs of Staff policy guidance. You will develop policies recommendations for technology transfer, munitions licenses and Exceptions to National Disclosure Policy (ENDP) within theater. You will prepare reports to obtain interagency approval of funding priorities and submits funds expenditure reports to higher authorities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a U.S. Passport.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes.
  • SCW level required: Basic-level within 1 year or Intermediate-level within 2 years.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives. Duties are: 1. Managing security cooperation programs; 2. Formulating and implementing policies and procedures for conducting security cooperation plans and programs; and 3. Identifying and prioritizing security cooperation requirements based on national and regional strategy and plans.
