The primary purpose of this position is: To serve as a senior advisor and principle point of contact for assigned financial management system programs, organizational analyses/studies of a wide diversity of cross-functional organizations and projects, and provide management consultation to improve effectiveness, resource efficiency, and cost savings for the USAF.

Duties

Functions as senior advisor and principle point of contact, coordinate schedules of the activities of the assigned systems ensuring that all financial services operations complies with audit, legal and regulatory requirements and meets customer needs. Exercises senior advisor and principle point of contact duties to integrate, coordinate and ensure system requirements meet audit. Represents the system with a variety of installation and functional area organizations. Serves as professional Financial Manager for the branch.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Employee may be required to work extended or other than normal hours to include evenings and weekends and may be subject to recall
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Incumbent shall comply with the requirements of this certification program

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, techniques and uses of system management with emphasis on the program control function and major aspects of comptrollership/financial management including budgeting, estimating, forecasting, funding, cost management and analysis to include total lifecycle management of a program and the acquisition activities. Expert knowledge of the process and procedures in which budgets are developed, transmitted, defended, presented, examined by OMB and reviewed by Congress FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply management engineering principles, concepts and methodologies, and financial management directives, concepts, procedures, guidance, and policy. Knowledge of the organization, programs, missions and functions of the agency's organizations to conduct studies and determine innovative solutions to complex, cross functional problems. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. Skill in planning and directing projects to conduct comprehensive organizational analyses/studies of a wide diversity of organizations to review processes and conduct extensive analysis of processes to substantiate change to organizational dynamics and increase knowledge transfer. Knowledge and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
