About the Position: Serves as Budget Analyst in the Budget Division, Office Deputy Chief of Staff (ODCS), G-8, Headquarters (HQ) U.S. Army Forces Command (FORSCOM). Incumbent performs budget planning, analysis and assessment of financial data, and financial management policy advisory functions for assigned programs. Provides advice on matters related to the day-to-day operations of budget functions for HQ FORSCOM Directorates, units and/or separate programs.
Duties
Perform budget planning, analysis and assessment of financial data and financial management policy advisory function.
Analyze program and budget guidance and instructions to determine impact on FORSCOM operations and financial management strategy.
Provide guidance, direction and control to all organizational elements and subordinate activities on all phases of budget formulation.
Receive, distribute, and administer funds issued to the Commander. Monitor obligations and expenditures throughout the execution phase of the annual operating budget.
Analyze FORSCOM funding programs consisting of multiple appropriations including Operations and Maintenance, Procurement, and Military Pay.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires a FINANCIAL MANAGEMENT Level 2 Certified position and requirements must be met in accordance with regulations.
- One-year probationary period may be required.

One year of experience equivalent to the GS-11 level which includes experience in reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications; interpret and analyze budget guidance from higher headquarters and its impact on the command and/or organization; coordinate with subordinates, peers and higher ranking personnel within the command, higher headquarters, other commands, and other government agencies; develop materials for General Officer level briefings, meetings, or conferences; Represent senior leaders and representatives at high-level conferences and meetings with representatives of other commands and agencies regarding budget programs, projects, and mission objectives.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
