Duties

Duty 1: Serves as the Chief, AF-CJIC; plans, organizes and oversees the activities of the Criminal Justice Information Center. Duty 2: Represents AF-CJIC with a variety of law enforcement agencies and maintains relationships with HQ AFOSI. Duty 3: Represents AF-CJIC with a variety of law enforcement agencies and maintains relationships with HQ AFOSI. Duty 4: Performs supervisory personnel management responsibilities for a limited staff of one to two employees.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Work will occasionally require travel away from the normal duty station on military or commercial aircraft
  • Must be able to obtain and maintain a Top Secret Clearance
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a broad range of security program relationships and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery in applying analytical and evaluative methods and techniques in obtaining and analyzing criminal data necessary to support significant project recommendations and knowledge of management functions, processes, practices, theories, techniques and principles in order to analyze and define problems and make recommendations on difficult problems or complex issues or questions. 2. Mastery in applying a wide range of management techniques and principles including program evaluation and development, organization of people and resources, and allocation of resources. 3. Knowledge of applicable Federal, DoD, and AF rules, regulations, instructions, practices, principles and procedures in regards to all facets of criminal titling and indexing of personnel and related case management. 4. Knowledge of the organization, program goals and objectives, work processes, internal operations, and relationships within USAF Security Forces and SF relationships and agreements with internal USAF stakeholders and external law enforcement organizations. 5. Knowledge of operational activities, policies, and procedures of DoD and AF law enforcement agencies, including experience in patrol operations and investigation reporting methods. 6. Experience as a Contracting Officer's Representative (COR) or in working with contract personnel to execute defined roles and tasks of the contract. 7. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; applies policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 8. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. 9. Experience of safety, security, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
