This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is assigned to the Resource & Assessment Directorate (J8), Financial Management and Comptroller Division, USSOUTHCOM, Miami, Florida.
Duties
Oversee program budget functions and executes funding for the Security Cooperation Organization (SCOs) and other designated activities.
Responsible for administering accounting systems for managing funds and the adaptation of current or proposed systems and processes.
Advise managers on changing program operations.
Interpret and evaluate general guidelines and references for local application to specific problems.
Take actions to control costs and make recommendations to reallocate resources to improve productivity within assigned resources.
Utilize the Defense Agency Initiative (DAI), the General Fund Enterprise Business System (GFEBS), and the Defense Travel System (DTS) to inform managers of the cost of performing various functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the employee to meet Financial Management Certification Level II.
- This position requires DoD Security Cooperation Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) Basic level within 1 year.
- Term positions may be extended NTE 6 years. Option to convert to permanent without further competition.
- Army employees who accept a time-limited appointment (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes utilizing financial management systems to manage budget functions and execute funding such as the Defense Agency Initiative (DAI) or the General Fund Enterprise Business System (GFEBS) ; conducting evaluations to determine the efficiency of funds being used; preparing recommendations to inform management about the outcome of analysis and propose cost saving measures.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
