Duties
Provides expert technical assistance on matters pertaining to all aspects of Information Technology (IT) acquisition support resources, providing technical expertise to resolve all related complex business issues.
Supports the DLA J6 oversight function for all J6 IT acquisition support requirements and performs assessments of current and future contracting needs.
Coordinates and interprets DLA and DoD policies and procedures relating to the management and acquisition of hardware, software, supplies, and services required by DLA IT organizations.
Plans, develops, and implements the policy and strategy for overall administration of the contracts in the acquisition support program.
Serves as a Contracting Officer Representative (COR) with overall responsibility for a monitoring contractor performance for compliance with applicable laws, delivery schedules,
(continued) payment provisions, data reporting requirements, and other contractual requirements for information technology services and supplies.
Ensures that waivers or deviations from existing contracting regulations, policy or procedures are identified during the review process, for which actions or initiatives are overseen.
Researches and analyzes performance metrics, business strategies and other key data and information.

Qualifications
To qualify for an IT Business Program Support Specialist, your resume and supporting documentation must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Demonstrates experience providing expertise in resolving IT contract management problems that includes (but is not limited to) payment, invoicing, contractor onboarding, and performance issues.
Serves as a Contracting Officer Representative (COR) for Information Technology (IT) for services and supplies.
Monitors contractor compliance with the terms of support services, evaluations vendor proposals, and makes final recommendations.
Identifies IT contractual deficiencies and develops recommendations for alternative procurement options and demonstrates experience involving contract consolidations for hardware, software, and IT services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
