Duties

Provides assistance, and advisory to the Business Unit (BU) on principles and practices to analyze evaluate and provide technical and advisory services on overall mission functions, policies, procedures, and techniques. Performs and supports the planning and transactions of programs such as but not limited to the BU's budget and finances, contractual actions, liaison to human resources, manpower management and facilities management, Government Purchase Card (GPC) program and Account Program Coordinator (APC) for Government Travel Card (GTC). Identifies and analyzes trends in receipts, obligations, and expenditures. Monitors budget levels to ensure legal/efficient use of funding. Supports the Table of Distribution and Allocation (TDA) management, preparation/monitoring of the integrated master plan, liaison with Acquisition Services to ensure requirements are correctly collected and contract actions smoothly executed. Performs data collection and analysis, preparing reports, graphs and metrics in the DAU data warehouse that reflect the effectiveness and efficiency of products and processes, property /equipment management, and special projects within the Business Unit. Identifies problems, develops, integrates, and implements solutions and action plans to ensure program/mission accomplishment for complex problems across multiple areas and disciplines. Identifies trends, graphically depicts results and drafts reports of findings. Keeps leadership informed of all issues, concerns, problems that impact the effective operation of the BU. Advises and develops plans and techniques to improve overall programs and policies. Establishes precedents in application of problem-solving techniques to enhance existing processes including the potential benefits/uses of automation to improve the efficiency of administrative support systems such as records, communication, directives, forms, files, and documentation. Applies one of multiple approaches to resolve unusual/difficult issues significantly impacting important policies or programs. Works as part of an effective team in support of customer /student/stakeholder interaction. Seeks innovative approaches to satisfy customers. Fosters individual and team development by active participation and professionalism. Serves on various DAU teams as assigned. Advises and coordinates closely with internal and external customers at all management levels to analyze and resolve problems, formulate initiatives, and implement improvements in vital programs. Performs other duties as assigned.

  • Incumbent may be required to obtain and maintain an appropriate security clearance.

  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.

Qualifications

You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in: GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions. SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-01, equivalent to the next lower grade, GS-04 or equivalent, in other personnel pay systems including specialized experience as follows: 1) Experience that demonstrated proficiency in computer application skills to include but not limited to the Microsoft suite of software, Microsoft 365 Applications, Microsoft Teams, and other new tools as needed. 2) Experience gathering information, identifying, and analyzing issues and developing recommendations related to a variety of management services essential to the efficient operation of the organization. 3) Experience in the application of fact-finding and investigative techniques including applying rules, regulations and procedures to make sound business recommendations; oral and written communications; and development of presentations and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
