Duties

The primary purpose of this position is: To perform as a Legislative Affairs Specialist in the planning and execution of the daily operations in support of the AFSOC Commander, Vice Commander, Executive Director, Command Chief, Chief of Staff, and Director of Staff. Performs legislative analysis, staff advisory, and consultant assistance to accomplish programs and projects across DoD, Air Force, Air Staff, United States Special Operations Command (USSOCOM), Major Commands (MAJCOMs), directorate, and staff organizational lines. Identifies and coordinates, in coordination with the commander, on strategic engagements within government and across industry and academia in support of the AFSOC mission. Duties: Manages legislative activities program for the MAJCOM headquarters. Serves as the AFSOC Office Lead to capture and analyze complex Congressional language in Senate and House of Representatives bills/acts and Committee reports in order to identify potential impact to HQ AFSOC. Leads Testimony/Hearing Team in support of the AFSOC Commander and AFSOC senior leadership testimony to Congress. Directs AFSOC's strategic engagement and communications plan based on the Commander's priorities. As AFSOC lead for Congressional base and Capitol Hill visits, analyzes visit requirements to determine appropriate briefings, discussions, and meetings; task AFSOC staff to provide the same; makes recommendations on office calls between AFSOC senior leadership and Congressional Members, Staff, and Committees. Originates Congressional activities process briefings/papers to educate MAJCOM, and Wing personnel on the Congressional process, their role in Congressional Affairs, and current Legislative activities.

Qualifications

Conditions of Employment Cont. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. The employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of staff operations management concepts, principles, and methodologies; comprehensive knowledge of staff operations functions in order to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the mission and objectives of AFSOC; in-depth knowledge of DoD , USAF, USSOCOM and AFSOC strategic plans and strategic planning processes in order to develop short-and long range staff operations planning guidance in accordance with broad USAF, USSOCOM, and AFSOC policies and objectives; and expert knowledge of analytical and evaluative methods and techniques related to issues concerning Congressional affairs and Command position on legislative affairs; in addition to the thorough knowledge and expert understanding of Congress, congressional affairs, pertinent laws, regulations, policies, and precedents which affect AFSOC's position on Congressional affairs and activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of analytical, and evaluative methods and techniques to issues/studies concerning the effectiveness and efficiency of command staff, Congressional affairs and Command position on legislative affairs in addition to the thorough knowledge and expert understanding of pertinent laws, regulations, policies, and precedents which effect the AFSOC position on staff actions, Congressional affairs and activities. 2. In-depth knowledge of a wide-range of concepts, principles, and practices relating to legislative, Congressional inquiries, and staff actions for a major Command. 3. Extensive knowledge of AFSOC organizations, their environment, and their functions to understand the customers' requirements and to arrive at innovative approaches to best meet those requirements. 4. Ability to communicate effectively, both orally and in writing to interact and gain cooperation at the highest levels in order to achieve stated positions or to make an adequate case for a particular strategy which may not be readily accepted, but which is the best solution to achieve overall AFSOC goals. 5. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires or the activity studied. 6. Skill in analyzing legislation and drafting legislative proposals on complex AFSOC issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
