Duties

Conducts financial analysis and project studies which includes gathering, assembling, correlating, and analyzing facts in order to make projections, draw conclusions, and recommend solutions. Recommends policies, procedures, and techniques to be used in program planning to improve the cost effectiveness of financial management operations and initiates action to ensure that plans formulated are executed, implemented and maintained. Recognizes potential improvement opportunities in financial management operations and advises management of these opportunities. Assists management officials in defining project scope, priority, and project staffing. Keeps management, department heads and employees informed of issues, trends and developments in the areas of strategic planning and quality improvement. Ensures financial managers review and evaluate the adequacy of internal control systems. Identifies trends and works with management to develop proper corrective actions.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Performing financial management analysis and assisting in the design, development, and maintenance of organizational programs and initiatives; conducting financial reviews; planning and conducting management studies; analyzing data regarding financial management business processes; recommending process improvements. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
