You will serve as a Supervisory Management Analyst in the Shore Manpower Requirements Department of NAVY MANPOWER ANALYSIS CENTER.

Duties

You will provide supervision and direction to the SMRD Study Division and assist in managing the Navy's complex and multi-facet manpower programs that govern the administration of Total Force Manpower Requirements and Manpower Authorizations. You will develop and present SMRD study briefs and presentations to various audiences. You will analyze organizational structures, roles, responsibilities, and relationships of organizations to define, develop and document manpower requirements. You will develop plans, policies, and other guidance and apply analytical techniques and methods to assignments to provide expert evaluations and recommendations regarding shore manpower requirements determination studies. You will develop techniques and methods to evaluate, measure, and improve the effectiveness of SMRD program processes and functions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating the effectiveness of work related programs, policies, and procedures to ensure full compliance of programs and functions; 2) Applying new technology resources to enhance management decision-making processes; 3) Assigning work to subordinates based on priorities; and 4) Developing and implementing work methods and changes to processes and procedures.
