You will serve as a Foreign Disclosure & Technology Transfer Program Manager in the Security Branch, Office of the Commanding General of TRAINING AND EDUCATION COMMAND.

Duties

You will be responsible for the development of all Foreign Disclosure/Technology Transfer policy and oversee its implementation throughout the Command for Commanding General (CG) of the Training and Education Command (TECOM). You will coordinate and develop TECOM foreign disclosure positions in response to Department of the Navy (DoN), Office of the Secretary of Defense (OSD), and Defense Security Cooperation Agency (DSCA) initiatives and tasks. You will participate in the development and instruction of foreign disclosure training and education to personnel involved in international program activities. You will provide expert guidance to senior leadership and subordinate commands to ensure that TECOM is in compliance with national, DoD and DoN foreign disclosure laws and directives. You will utilize an in-depth knowledge of the DoD Security Policy Automation Network (SPAN) Foreign Visits System (FVS). You will adjudicate requests to disclose classified and controlled unclassified documents, briefings, and other information, and adjudicate requests for foreign nations to visit USMC bases and defense contractor facilities in the FVS.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the most or all of the following: 1) Demonstrating advanced oral and written communication skills to compose and deliver responses to foreign requests on releaseability of U.S. Technical Information; writing clear and concise foreign disclosure products; delivering independent written and verbal presentations to senior level audiences for decision-making purposes; 2) Advanced skill in conducting unbiased difficult research related to foreign disclosure and technology transfer; 3) Identifying resources for available systems/data sources, developing source directed requirements, and completing collective evaluations; 4) Producing disclosure requirements that answer specific tasks to link leverage agency capabilities; 5) Developing new methods, approaches, or procedures for a disclosure or technology transfer program; 6) Maintaining control of classified information and material, quickly assimilating disparate data, and rendering knowledgeable and accurate assessments of the implications of such data.
