You will serve as the Chief Data Officer in the Technology Branch (Wargaming Division) within the Marine Corps Warfighting Laboratory's Futures Directorate (DC Combat Development and Integration) of MARINE CORPS COMBAT DEVELOPMENT CMD.

Duties

You will plan and program resources for near-term and long range mission requirements needed to support ongoing and future data governance needs. You will oversee the proper administration of the Wargaming Division information database in accordance with requirements to improve information verification and validation to ensure proper information flow to various decision-makers and commanders. You will serve as software and computer expert and manager on all computer science and associated matters related to USMC, Wargaming Division, and MCWL information database systems. You will evaluate, review, and approve coordinated programs to ensure orderly program execution. You will provide policy guidance and direction for all activities which contribute to technical, testing and evaluation support. You will monitor technical phases of user needs, planning and programming, resources, funding, procurement, contract execution, and readiness and deployment requirements.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Providing expertise in theoretical foundations of computer science, emphasizing data management, governance, and statistical techniques to safeguard confidential data, and overseeing the administration of an information database in compliance with data governance requirements; 2) Leading the development of data policies and strategies using Business Architecture principles and agile project management methods, while also overseeing the modernization of an information database, ensuring data governance compliance and adapting to emerging technologies; 3) Applying computer scientific methods to manage data sharing, storage, recovery, and information product development through IT assets and systems, while evaluating programs for orderly execution and resolving technical issues as required; 4) Leveraging knowledge of business processes and Agile methodology to plan and conduct feasibility studies, collaborating with lower-grade personnel to guide and review computer science work;5) Spearheading the development of innovative data solutions and strategies to optimize data utilization, while representing the organization at conferences, formulating policy direction, and managing division control measures. Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/).
