This position is located at the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Business Operations Division (BOD), C5I Acquisition Support Branch (CAS), Vendor Management Section (VMS), located in Portsmouth, VA or Alexandria, VA.  

Duties

This position works as an IT Cybersecurity Specialist (INFOSEC/ENTARCH) and be responsible for assisting others in or directly managing C5I contracts and monitoring vendor performance across the enterprise. You will be responsible for performing a wide range of Coast Guard C5I Vendor Management support functions to include providing professional and technical advice, support, and assistance to the Coast Guard C5ISC organization on all C5I acquisition and contract management support matters.

Qualifications

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following: Expertise and experience as Contracting Officer Representative (FAC-COR) Level II or higher. Expertise and experience as a Project Manager (FAC-P/PM or PMP). Expertise and experience leadings teams of senior staff and resolving conflicts. Expertise and experience with Government IT Acquisition Lifecycle Framework (ALF) and System Engineering Life Cycle (SELC) to develop, evaluate, execute, monitor and manage Statements or Work (SOWs), Performance Work Statements (PWS), Statements of Objectives (SOOs), Requests for Information (RFIs) and, Requests for Proposals (RFPs), with a focus on those products and services related to IT. Expertise and experience with developing strategic vendor relationships and an understanding of each vendor’s full set of capabilities and innovations. Expertise and experience with developing and monitoring IT related Operational Level Agreements (OLAs) and performance metrics. Expertise and experience in promoting vendor performance metrics related to business outcomes such as innovation, competitive advantage and increased revenue to drive continuous performance improvement. Expertise and experience in aggregating, analyzing, and communicating key vendor data to stakeholders and foster analytics driven decisions. Expertise and experience with mitigating, monitoring, and managing vendor risks as an ongoing discipline, to include business continuity, financial viability and corporate and regulatory compliance. Expertise and experience in analyzing organizational vendor spend to drive business decisions and acquisition strategy. Expertise and experience in contract and requirements analysis for identification of IT standardization or consolidation opportunities across part of an organization, the organization itself, and/or the agency. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Must be able to achieve and maintain DHS Program Management Level II certification and USCG Information Technology Level II certification within 18 months of employment/assignment. Must complete a Single Scope Background Investigation with a favorable adjudication by a determining authority. Must be able to achieve and maintain COR certification within 18 months of employment/assignment.
