About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the Office of the Chief of Staff of the Army, G-2, Foreign Liaison Directorate at the Pentagon, Arlington, Virginia.
Duties
Serves as the Attaché Affairs Coordinator in the Foreign Liaison Directorate, Office of the Deputy Chief of Staff, G-2 (DCS, G-2), Headquarters Department of the Army.
Acts as the principal HQDA staff action officer regarding all actions related to the assignment of U.S. Army personnel to the Defense Intelligence Agency’s (DIA) Defense Attaché Service.
Plans, organizes, and acts as Army Staff lead and principal action officer for the execution of an Army Training Day program that prepares recent graduates of DIA’s Joint Military Attaché School for duty in U.S. Embassies overseas.
Advises on the development of policies and guidance on the criteria and prerequisites for assignment of Army Attachés to fulfill the DCS, G-2 role as the proponent of AR 611-60, Assignment of U.S. Army Personnel to the Defense Attaché Service.
Maintains regular communication with U.S. Army Attachés overseas to keep them abreast of current Army issues and topics of interest.
Coordinates and ensures execution of Distinguished Foreign Visit Program office calls and other meetings hosted by Army Senior Leaders involving senior-ranking foreign officials.
Acts as lead point of contact for questions and requests for information to the Army Staff from U.S. Army attachés assigned overseas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TOP SECRET security clearance and be eligible for access to Sensitive Compartmented Information (SCI)based on a Tier 5 (or equivalent) investigation.
- Temporary duty (TDY) travel is required up to 10% of the time.
- Will be required to take a counterintelligence scope polygraph examination, if access to a Special Access Program (SAP) is required.

Basic Requirement for an Attache Affairs Coordinator:
A. Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
OR
Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes 1) advising an agency regarding foreign attaché policies; AND 2) reviewing foreign attaché application packages for assignment to agency attaché service. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
